Dove Manufacturing offers valve spring locators, both inside and outside shoulder types, in a variety of thicknesses and diameters. Valve springs require installation at a certain height to function correctly, and you can use a set of shims to achieve this. But that will not eliminate unwanted motion in the spring. Using these steel valve spring seat locators will allow the valve spring to maintain its designed location, without dancing around on the surface of the cylinder head and possibly damaging it.
