Loctite head bolt and water jacket sealant is actually a single-component anaerobic hybrid designed to lubricate fasteners during assembly, as well as seal the gaps between the threads. This sealant locks bolts in place to prevent premature loosening and, should the assembly need to be taken apart in the future, acts as a lubricant to ease the removal of fasteners (through holes into water jackets).
