Many vehicles come from the factory with fog lamps which are mounted lower than the regular headlights—and designed to be used in rain, fog, and snow when visibility is difficult. They're a nice lighting addition or quality replacement units for many vehicles, including Jeep, Chrysler, Dodge, and Mitsubishi.
